Department: POLICE
Job Status: Full-Time
Rate of Pay: $64,752.01 - $108,783.38

Job Summary

Summary:
The Major, under the supervision of the Deputy Police Chief and/or the Chief of Police, is responsible for the day-to-day operations of the division, which includes shift assignment, budgeting, rules and regulations and policy adherence, review of officer violations etc.

Essential Duties and Responsibilities:
Note: All City of Forest Park positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees, and have regular and reliable attendance that is non-disruptive. Must show cooperation and respect to fellow employees and supervisors at all times. The following duties are normal for this position. They are not to be construed as exclusive or all inclusive. Other duties may be required and assigned.

Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs including patrol, investigative, traffic, tactical operations, vehicle fleet maintenance, community policing, communications, administrative services, technical services, training, budget &, finance, building maintenance, records and identification.

Monitors, reviews, and communicates the implementation phases of the Division’s strategic plans to ensure that long range goals and objectives are met.

Recommends and administers policies and procedures; coordinates departmental functions and activities through discussion with subordinate personnel; reviews written reports and complaints; reviews division reports/schedule, annual budgets, and expenditures.

Monitors Division’s activity to ensure compliance to rules and policies for operational effectiveness.

Directs and oversees personnel evaluations and disciplinary actions; reviews evaluations; recommends, trains, motivates, and evaluates law enforcement personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.

Manages and participates in the development and administration of the Police Department annual budget; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; monitors approved expenditures.

Prepare policy analyses and recommendations for superior authority i.e. Deputy Chief, Chief of Police on police services issues, problems, and/or opportunities.

Reviews and monitors any personnel problems present and takes necessary action to ensure high morale among members.

Directs the preparation and analyses of police records and reports in order to ensure efficient operations, meet service demands, and comply with requests for information regarding the activities of personnel in their division.

Directs and controls the work of subordinate supervisors.

Assists in the selection, promotion, and disciplinary actions of personnel when necessary.

Assumes command responsibilities at emergency situations of major incidents.

Attends conferences and other educational meetings and review professional literature to keep abreast of modern police service, law enforcement, crime prevention and training trends, and techniques.
Cooperates with other governmental agencies and jurisdictions in promoting effective law enforcement.

Assign tasks such as extra patrols, traffic enforcement, or special events.

Review investigation reports involving complaints on officers, make recommendations, and coordinate hearings as needed.

Meet with other division supervisors to discuss crime trends, exchange information, and assign temporary personnel to assist with special details as needed.

Attend functions involving community groups and organizations to discuss community concerns and solutions.

Work with school officials and other special requests to provide programs.

Regular attendance and timeliness are required.

Performs other related duties as required.

Minimum Qualifications:

Education and Experience:
Requires a Bachelor's Degree (Master’s Degree preferred) from an accredited institution with a valid transcript at the time of testing in criminal justice, business administrations, public administrations and/or related field is required; eight (8) years of increasingly responsible supervisory experience within police operations, including at least 2 years in a police senior command position (rank of captain and above).

Special Qualifications:
Eligible to obtain (within 9 months after date of employment) or in current possession of a valid Georgia Basic Peace Officer Standard Training (P.O.S.T.) certification.

Eligible to obtain or in current possession of a valid Georgia driver's license.

Knowledge, Skills, and Abilities:
Knowledgeable of 21st century policing practices and trends.

Knowledge of pertinent Federal, State, and local laws, codes, and regulations.

Skill in managing large-scale and complex law enforcement operations.

Skill in coordinating various departmental functions to ensure efficient services in a cost effective and timely fashion.

Ability to recommend and implement goals, objectives, and practices for providing effective and efficient law enforcement services.

Ability to manage, direct and coordinate the work of supervisory and sworn personnel.

Ability to prepare clear and concise administrative and financial reports.

Ability to communicate clearly and concisely, both orally and in writing.

Ability to evaluate, audit, and/or assess data using established criteria; ability to exercise discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives.

Ability to apply principles of persuasion and/or influence over others in coordinating activities of a project, program, or designated area of responsibility.

Ability to operate and control the actions of equipment, machinery, tools, and/or materials requiring complex and rapid adjustments.
Ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.

Supervisory Controls:
Works under the supervision of superior authority i.e. Deputy Chief, Chief of Police.

Complexity:
This position is responsible for broad administrative duties and daily operations. These responsibilities require collecting data, analyzing results, and implementing a plan to reduce criminal activity. Such duties require much attention to detail and resourcefulness.

Physical Demands:
The physical demands described here are representative of those that must be met by an officer to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions provided that those accommodations comply with the City of Forest Park's Alternate Duty Policy.

The work is sedentary which requires exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body.

Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication.

Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.

Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.

Visual Acuity: Have close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.

Work Environment:
Work may be performed with exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature and noise extremes, fumes, hazardous materials, machinery, vibrations, electric currents, traffic hazards, bright/dim light, toxic agents, disease, pathogenic substances, violence, animal/wildlife attacks, animal/human bites, explosives, firearms, or rude/irate customers. Must be willing to work any hour of the day or night (shift work), overtime, weekends, on call and holidays, work at any location in the City and travel on specific assignments.

Supervisory and Management Responsibility:
May exercises supervision over captains, lieutenants, sergeants, officers (non-supervisory) and/or support positions as assigned.
