Description

The City of Chelsea is a thriving community in southeastern Michigan, located in Washtenaw County, near Ann Arbor, Michigan. The City of Chelsea was initially established as a village in 1834 and later chartered as a city in 2004. The city is well known for its small town charm, diverse amenities, and vibrant neighborhoods. Chelsea is known in Michigan and nationwide for its beauty, history, natural parks and recreational areas, the arts, music and culture; its history and architecture, its vibrant shopping and business district, its outstanding educational and healthcare facilities, and a diverse range of opportunities for people of all ages to experience.

The City of Chelsea is chartered under the Council Manager form of government. The City Council consists of the Mayor and six Council Members elected every four years with staggered terms. The City Council appoints the City Manager to oversee the day to day operations of the city. The City of Chelsea has a stable general fund budget of $4.8 million; 48 full-time and 20 part-time employees.

The city is seeking an experienced police chief due to the retirement of the current police chief, after fifteen years of service with the city. The police department has a budget of $2.4 million, with 12 full-time and 3 part-time positions. The city is seeking a visionary leader as Chief of Police who will facilitate a safer, more connected community in Chelsea. The culture of policing has changed and the city is seeking a police chief that can usher in a new chapter in Chelsea that is community centered and can align with the city’s new city manager and community goals. The new police chief must understand community needs and how policing may differ for different demographics, specifically around diversity and inclusion. The next chief shall lead by example as a communicator, productively dealing with conflict, and challenging situations. The next Police Chief shall become familiar with and implement the recommendations of the Community Public Safety Task Force.

Requirements

The ideal candidate shall also have: a
commitment to equity; an outstanding
reputation for integrity, honesty, and
transparency; a track record of community
partnerships; a diversity of executive
experience; ability to engender trust in the
community; ability to demonstrate both the
competency and commitment to lead the
change and sustain it for the long term. Private
sector experience would be beneficial, in
addition to the required experience in local
government.

Qualifications

The requirements for the police chief position
include a Bachelor degree in criminal justice,
public administration, business administration or
a related field. A Master’s degree is desirable.

The ideal candidate shall have five years of
progressive experience in a command position in
policing. The candidate shall have experience in
personnel/labor relations, community
engagement, budget preparation and
administration, strategic planning,
intergovernmental relations, demonstrated
experience as a transformational leader and
excellent oral and written communication skills.
