Description

An excellent leadership opportunity exists in one of America’s Best Places to Live. The City of Papillion, Nebraska is seeking an experienced law enforcement administrator with exceptional interpersonal skills and progressive management experience in municipal law enforcement.

Papillion population of approximately 24,000, combines the safety, livability, history, affordability and friendliness of a small town with the economic and cultural opportunities provided by the Omaha metropolitan area. The City of Papillion is known nationally for its high quality of life and is the economic engine of Sarpy County — Nebraska’s fastest growing county. Papillion has been named to Money Magazine’s Best Places to Live six times since 2007 and rated as high as #2.

This 1870’s railroad town covers 11.88 square miles, and is the county seat of Sarpy County, the fastest growing county in the state of Nebraska. Papillion combines a quaint downtown with recent robust housing and commercial growth. The City is seeking a Police Chief to lead a department in which the community has one of the lowest crime rates in the state.

The Police Chief is appointed by the Mayor and confirmed by the City Council. After appointment, the Police Chief reports to the City Administrator. The Papillion Police Department has 47 sworn officers, 5 civilian employees, and an annual operating budget of $7.8 million. The Police Department recently earned national accreditation through the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA). The Police Chief is responsible for the daily operation of the Police Department through the development, coordination, direction and administration of operational activities pertaining to all functions of law enforcement for the City of Papillion.

Requirements

Qualified candidates must have the following qualifications:

• Bachelor’s Degree from an accredited college or university in police science, law enforcement, criminal justice, public administration or related field; Master’s Degree in a job related field is preferred.
• Must have at least seven (7) years of civilian experience in law enforcement experience.
• Certification from Nebraska Law Enforcement Training Center basic course (or equivalent)
• Must be bondable, and have a valid driver’s license.

Qualifications

The ideal candidate will possess not only superior operational and technical skills but also dynamic leadership qualities. They must also fully understand and be able to the lead the department’s larger role in the community. The successful candidate will possess strong leadership and communication skills, as well as familiarity with the principals of community/problem solving policing. Candidates must be committed to training, professional development and community engagement. Labor relations experience and a demonstrated history of successful partnerships with other municipalities, law enforcement agencies and other public safety agencies are critical to long term success.
