Proposed new Communications standard 6.5.6 relating to digital information

At the November 2019 Covington, KY meeting of the Standards Review and Interpretation Committee (SRIC) the committee directed staff to post the following proposed new standard to the clients for comments.  Please post your comments or send correspondence to CALEA by Friday, January 24th, 2020.

6.5.6 Digital Information ((New Proposed Standard)

If the agency receives electronically delivered photographs, videos, texts, or other digital information, a written directive governs the following:

a. Personnel authorized to receive;

b. Procedures for disseminating to appropriate responders;

c. Procedures for storage and security of data; and

d. Retention requirements

Communication centers that receive digital information should develop procedures that clearly define what type of information will be accepted and how it will be used. Appropriate training should be provided for those responsible for the receipt of such information, with attention to data interpretation for public safety response purposes.

The classification, storage and security of this type of data should occur within the agency’s record retention plan, and consideration should be given to the value of the defined retention as it relates to criminal and administrative investigation, as well as risk management. These responsibilities may rest with the Law Enforcement agency where the data eventually resides. (M M M)
