Montgomery County Police Department (MCPD) is seeking a Program Manager I in our Forensic Services and Evidence Management Division’s Evidence Unit. This position is responsible for serving as the System Administrator for the Evidence Management System. The components of this system include, physical evidence, digital evidence, laboratory services management, and Quartermaster, which tracks inventory level of equipment and supplies throughout the Police Department.
Duties include, but are not limited to:
• Creating and maintaining user and group permissions, system queries and reports, and frequently performs data cleanup to ensure reliably and accuracy of all systems.
• Analyzing system problems and working with the vendor to resolve issues. Testing of software updates, and deployment of system upgrade to all departmental personnel and allied agencies utilizing the Evidence Management System.
• Printer installation at different site in the county as well as troubleshooting for installed barcode printers.
• Identify new system capabilities that would enhance the existing system. Create needed systems specifications and work with the vendor through development, testing and deployment.
• Providing evidence submission and handling training to sworn officers and affected professional staff personnel, both introductory and advanced.
• Maintaining and continuously updating the Evidence Property Manuel which supports personnel with outlining procedures for collection and maintenance of evidence.
• Maintaining and continuously updating the training manual specifically for the department’s designated Evidence Property Custodian.
• Studies local law and legislative proposals pertaining to the availability of new technology, evidence packaging requirements, procedures, and where possible integrate these changes into department policy.
• Maintaining procedural oversight of the Evidence Management Section as well as numerous remote locations to ensure compliance with Federal, State and Local Law, Department Directives and CALEA standards.
• Monitoring the Evidence Management System contract and making recommendations of the acceptability of program services, serving as liaison between the vendor and the department’s Information Management & Technology Division by receiving user complaints and resolving problems concerning the Evidence System performance.
• Inquiring and requesting quotes for updated equipment required to continue utilizing the Evidence System at its highest performance and accuracy levels.
ADDITIONAL INFORMATION:
This position may require lifting and exposure to biohazard.
This position requires the ability to attend meetings or perform work at locations outside the office.
To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.
MINIMUM QUALIFICATIONS:
Experience: Considerable (3) years professional experience as a System Administrator of an Evidence Management of related Public Safety/Law Enforcement software system.
Education: Graduation from an accredited college or university with a bachelor’s degree
Equivalency: An equivalent combination of education and experience may be substituted.
PREFERRED CRITERIA:
• Experience following the chain of custody laws, procedures, and guidelines.
• Experience in managing an Evidence Management System or related law enforcement software system.
• Experience writing policies, procedures, or manuals.
• Experience working a collaborative environment with multiple public and/or private agencies.
• Experience with testing of software updates and deployment of system upgrades to multiple system users.
