This position oversees, directs, and manages the Senor Automation Analyst and Senior GIS Analyst positions. Manages all equipment and software in the ECC to include E911 telephone system, Computer-Aided Dispatch, digital voice recorder, Motorola 800 MHz radio systems. Serves as department's Automation Security Coordinator for Chesterfield's Information Systems Technology (IST) Department (and is the department's CJIS Local Agency Security Officer. Coordinates with vendors to ensure timely and appropriate installation and repair of equipment. Works with the ECC Managerial Staff to create and monitor portions of the annual budget. Creates, maintains, and runs reports that provide statistical analysis for ECC budgeting, performance planning and management purposes. Communicates departmental needs to IST. Coordinates all repairs of automation equipment in the ECC. Provides technical support to ECC employees as needed. Develops standards for departmental microcomputers and updates the standards periodically. Evaluates the automation training needs of ECC personnel, recommends automation training courses, and conducts training as required. Writes automation systems user documentation. Works with Chesterfield Radio Shop on maintaining radio consoles and radio technology in the ECC. In coordination with Management, serves as project manager for major information technology projects; managers the department's intranet website and in-house databases/reporting systems; manages the county's fire/security alarm processing system. Perform other work as required. This position is required to be on-call for after-hours technical issues on a rotational basis. Bachelor's degree in Information Systems or related field; satisfactory completion of college-level course work in systems analysis preferred. Five years of experience in an Emergency Communications Center (ECC) dealing with CAD and E911 to include three to five years of supervisory experience; or an equivalent combination of training and experience. Five years of experience in Data Processing or related field preferred; extensive knowledge of networking methodologies and standards preferred; in depth knowledge and understanding of appropriate Federal, State, and local laws, codes and ordinances related to a 911 center to include CJIS policies preferred. Extensive knowledge in Microsoft Windows, Windows Server, Microsoft Office (Outlook, Word, Excel, PowerPoint, Access, Visio, Project) VMware, SQL databases, SSRS, and Crystal Reports preferred. Certification in one or more of the following preferred: NENA ENP, Microsoft MCSA or MCSE and a working knowledge with VMware vSphere. Pursuant to requirements of the Virginia Criminal Information Network, all persons selected for employment must be a US citizen or have been a lawful resident of the US for the past ten consecutive years and cannot be a convicted felon.
