CALEA Delegates
CALEA Delegates are appointed by the Commission to review agencies for accreditation. Currently, there are three delegates appointed to review Mexican agencies, and two delegates appointed to review agencies in the US and other countries. Delegate appointments are for three years.

Manuel de J. Villarreal Romero currently serves as General Director for the State of Guanajuato System for Coordination, Command, Control, Communications, Computation and Intelligence (C5i). Previously he was employed as Director of Operations for the National Emergency Number Association 911 Mexico Chapter. he also served as General Director for 911 Emergency Services (C4). He holds a Master's in Public Administration, and in Information Technology Management from the University Instituto Tecnolgico de Studios Superiores de Monterrey.

Manuel Alonso Garcia is the Secretary of Public Safety for Secretaria de Seguridad Publica del Estado de Aguascalientes, Within his professional career, he has been the Secretary of Public Safety and Municipal Traffic of the city of Puebla, and Secretary of Public Safety of the state of Puebla. Secretary Garcia has also served as Dean of the Puebla Police Training and Development Academy, Merida initiative. He holds a Postgraduate Degree in Public Safety and Poblic Sciences, as well as a Master's Degree in Criminal Sciences from the Benemerita Universidad Autonoma de Puebla, and has a law degree. Mr. Garcia has been the regional delegate of the National Association of Police Chiefs and vice president of the National Association of Police Shooting Instructors.

Gilberto Loya Chávez is a law enforcement professional with 25 years of experience. He currently serves as the Secretary of Public Security of the State of Chihuahua, leading efforts in crime prevention and public safety innovation. He also served in several key positions to include chief of Chihuahua Municipal Police. He holds a degree in Electromechanical Engineering from the Technological Institute of Ciudad Juarez and has extensive training in Public Administration, Police Command, and Crisis Management.
Carl Schinner

Carl Schinner is chief of police for the La Plata (MD) Police Department. Before this appointment, he was a patrol division commander for the Greenbelt (MD) Police Department, where he began his career in public safety in 1987. He holds a Bachelor of Science in Criminal Justice and a Master's in Management and Leadership from Liberty University.
Shanon Gillette

Downers Grove (IL) Police Department
Shanon Gillette retired as chief of police for the Downers Grove (IL) Police Department in January 2023. He holds a Ph.D. in Leadership Studies from Johnson University, a Master’s of Science in Public Safety Administration from Lewis University, and a Bachelor of Arts in Management from Benedictine University.
