MESSAGE FROM THE CHAIRPERSON
jodellsm.jpg (19483 bytes)Since the founding of our great nation, we have periodically been faced with enemies who threaten our peace and security.  In most cases, the foe was clearly defined, and centered abroad.  The American response has been to band together and undertake whatever action was necessary to protect our way of life.  During these periods of strife, Americans were sometimes required to accept domestic measures that, to one degree or another, affected their basic freedoms. more

Your Commissioner- PATRICK OLIVER
Patrick Oliver is currently the Chief of Police of Fairborn (OH).  He has previously served as Chief in Grandview Heights and Cleveland, Ohio and the Cleveland Metroparks.  His other law enforcement experience includes eleven years as a trooper with the Ohio State Highway Patrol. more

TRAINING NEEDS ASSESSMENT
Assessing the training needs of agency personnel does not have to be a complicated process requiring the use of expensive consultants. By following a few basic steps, any agency can conduct its own training needs assessment and produce valuable training information for revising and creating training courses. more

The origin of street gangs can be traced back to the 1920’s when Fredrick Milton Thrasher conducted a study of 1,113 gangs in Chicago.  At this time, gangs were loosely organized and functioned predominately in large cities. Today, gangs are more structured and organized, and have proliferated to smaller communities.  more

TERRORISM: AN OVERVIEW
Before September 11th, terrorism was considered an issue of concern only in the Middle East or Europe.  Average Americans did not easily understand the concept of terrorism even though 168 people died in a terrorist attack in Oklahoma City in 1995.  The attack on the Murrah Federal Building was viewed as the actions of a small group of malcontents with obscure and ill-defined grievances.  more

'TOP COP' IN TENNESSEE
CHIEF KEITH
At their annual June Conference in Knoxville, the Tennessee Association of Chiefs of Police (TACP) honored Chief Phil Keith by naming him the Association President.  A CALEA Commissioner, Phil heads the accredited 514-person Knoxville Police Department.  TACP has over 250 member agencies and recognizes Chief Keith’s national leadership experience as being a significant asset to their organization.

RESPONDING OFFICER 
Submitted by Lieutenant Tim Jones, Roanoke City (VA) Police Department, Community Policing Unit, Co-Tactical Team Commander.  The training curriculum developed by Roanoke Police officers is currently being considered as the model for the Virginia Department of Criminal Justice Services responsible for statewide law enforcement training. more

These include changes in CEO’s or accreditation managers, agency address, or changes in area codes, telephone, fax and extension numbers. Your cooperation enables us to maintain an up to date database.

Additionally, PAC officials should notify CALEA of appropriate changes.
