O'Dell Chosen to Lead CALEA
jodellsm.jpg (19483 bytes)With the resignation of Commission President Stephen Monier, CALEA Commissioners selected a new Executive Board for the balance of 2002 at the March Conference in Jacksonville (FL).  Monier was elected Commission President in November 2001. The new Executive Board is made up of: Commission Chair/President James M. O’Dell, Chief of Police, Kettering (OH); Commission Vice President James T. Moore, Commissioner, Florida Department of Law Enforcement; Commission Secretary Eduardo Gonzalez, Retired Director of the U.S. Marshals Service; Commission Treasurer Patrick Oliver, Chief of Police, Fairborn (OH); and Immediate Past Commission Chair William D. Miller, Chief of Police, Elgin (IL). more

Your Commissioner- John LaFlamme
John LaFlamme joined the Edmonton (AB) Police Service in 1972.  He was the Accreditation Manager for the Edmonton Police Service from 1986-1988 at which time the Edmonton Police Service became the first Canadian agency accredited by CALEA.  After 23 years, John rose to Superintendent of the Human Resources Department. more

CRIME PREVENTION THROUGH ENVIRONMENTAL DESIGN AND COMMUNITY POLICING
Presented by Justin D. Hill, Assistant Division Chief, Jacksonville (FL) Sheriff’s Office at the Jacksonville CALEA Conference, March 2002. 
Crime Prevention Through Environmental Design (CPTED) and community policing can be viewed as part of a comprehensive crime prevention strategy.  CPTED and community policing emphasize a problem solving approach to crime prevention as well as close cooperation between police and residents in reducing both crime and fear of crime.

The events of September 11, 2001 will be ever seared into the consciousness of the nation.  Members of the Greer (SC) Police Department looked on in dismay as the World Trade Center towers and a portion of the Pentagon collapsed under the horrific attack.  Our thoughts and concerns were directed to our fellow police officers and emergency workers in New York City.  more

Texas POST Accredited
At the Jacksonville (FL), March 2002 Conference, The Texas Commission on Law Enforcement Officer Standards and Education (TCLEOSE) became the first state POST (Police Officer Standards and Education) to be accredited. more

EXECUTIVE DIRECTOR’S CORNER
The events of September 11th tested the ability of public service agencies to deliver emergency services under the most horrific conditions.  Law enforcement, fire, and other public safety personnel agree that there is often considerable confusion in the operational performance at major incidents.  The ability to manage the situation effectively often seems to decrease in direct proportion to the number of agencies involved. more


Over one thousand participants from public safety agencies throughout the United States and Canada attended CALEA’s first Conference of 2002, making it one of the largest events ever sponsored by the Commission!  The site of the conference was the beautiful port city of Jacksonville (FL).

The Commission decided to add standard 12.2.1, Agency Written Directive System, to the list of “core” standards for the Recognition Program.  more

BIASED-BASED POLICING:  AN OPPORTUNITY FOR TRUST
The author, Charles F. Grover has been the Chief of Police since 1991 of the Prairie Village (KS) Police Department, a nationally accredited agency.  Previously, Chief Grover served with the Bloomington (MN) Police Department where he began his career in law enforcement in 1970.  Chief Grover has a Masters degree in Public Administration from Hamline University, and a Bachelor of Arts degree from St. Olaf College.  He is a graduate of the 177th session of the FBI National Academy. more

Distance Education Program-Texas Commission on Law Enforcement Officer Standards & Education (TCLEOSE)
In 1995, the Texas Legislature passed legislation requiring licensed peace officers to receive forty hours of continuing education every two years.  A portion of the required training involved the topics of cultural diversity and racial sensitivity, sexual assault investigation and offender characteristics, child abuse and family violence. more

Top Assessor-Richard Mattice
 
The “Top Assessor” designation recognizes CALEA’s best assessment Team Leaders who have received 100% on their latest assessor certification test.  Top Assessors review all proposed new questions for the assessor test and share their experience with the CALEA staff on other aspects of assessor training and on-site assessments. more
