NEW CALEA AWARDS

November 2004

The Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA®) is pleased to announce the establishment of three new awards for Chief Executive Officers and agencies that have demonstrated an outstanding commitment to CALEA and the accreditation process.  The awards will first be presented at CALEA’s 25th Anniversary Conference to be held December 1-4, 2004 in Austin, Texas. 

CALEA was established as an independent accrediting authority in 1979 by the four major law enforcement executive associations: International Association of Chiefs of Police (IACP); National Organization of Black Law Enforcement Executives (NOBLE); National Sheriffs' Association (NSA); and Police Executive Research Forum (PERF). The Executive Directors of these four associations appoint members to the Commission annually.  The Commission has 21 members; 11 members are law enforcement practitioners; the remaining 10 members are from the public and private sectors.  The position is voluntary with Commissioners appointed to a term of three years.  The Commission meets three times each year.

In recognition of long service to both the law enforcement profession and CALEA, the Egon Bittner Award is presented to Chief Executive Officers of agencies accredited by CALEA for fifteen or more years. 2004 recipients of the Egon Bittner Award are: Chief Kenneth R. Burns, Lebanon (OH) Division of Police; Chief Charlie T. Deane, Prince William County (VA) Police Department; Chief Darrell L. Fant, Highland Park (TX) Dept. of Public Safety; Chief Steven R. Harris, Redmond (WA) Police Department; Chief Leo C. McCann, Buffalo Grove (IL) Police Department and Skokie (IL) Police Department; Chief James M. O’Dell; Kettering (OH) Police Department; Sheriff Everett S. Rice, Pinellas County (FL) Sheriff’s Office; Chief Walter A. Ugrinic, Shaker Heights (OH) Police Department; and, Chief Grafton L. Wells, Jr. (Ret.), Staunton (VA) Police Department.

The James V. Cotter Award is for Chief Executive Officers who have successfully brought three or more new agencies into CALEA Accredited status.  The 2004 recipient is Chief Donald L. Carey, Melbourne (FL) Police Department, who brought the following agencies into accreditation: Blacksburg (VA) Police Department (1993); Independence (MO) Police Department (1996); and, the Omaha (NE) Police Department (2001).      

The Tri-Arc Award is given to the governing body(s) and agencies that have concurrent CALEA accreditation for their law enforcement, public safety communications and public safety training agencies. The 2004 recipients are the Knoxville Police Department; the Knoxville Police Training Academy; the Knox County Emergency Communications District; and for their leadership in public safety, the City of Knoxville and the County of Knox.

CALEA congratulates the 2004 recipients of these coveted awards.
