The Commission on
Accreditation for Law Enforcement Agencies, Inc. (CALEA) is pleased to announce
the appointment of Marshall County (IA) Sheriff Ted G. Kamatchus to a three-year
term as CALEA Commissioner, effective January 1, 2002. Sheriff Kamatchus
will be the 13th U.S. Sheriff to serve as a CALEA Commissioner since
CALEA was founded twenty-two years ago. Jack Bishop, County Supervisor for Polk
County, Iowa, currently serves on the Commission.
CALEA was established as
an independent accrediting authority in 1979 by the four major law enforcement
membership associations: International Association of Chiefs of Police (IACP);
National Organization of Black Law Enforcement Executives (NOBLE); National
Sheriffs' Association (NSA); and Police Executive Research Forum (PERF). The
Executive Directors of these four associations appoint members to the Commission
annually. The Commission has 21 members; 11 members are law enforcement
practitioners; the remaining 10 members are selected from the public and private
sectors. The position is voluntary with Commissioners appointed to a term
of three years. The Commission meets three times a year.
CALEA’s purpose and
mission is two-fold. First, to establish a body of standards designed to
(a) increase public safety agency capabilities to prevent and control crime; (b)
increase agency effectiveness and efficiency in the delivery of public safety
services; (c) increase cooperation and coordination with other public safety
agencies; and (d) increase citizen and employee confidence in the goals,
objectives, policies, and practices of the public safety agency. Second, to
establish and administer a series of accreditation, certification and
recognition programs through which public safety agencies can demonstrate voluntarily
that they meet an established set of professionally recognized criteria for
excellence in management and service delivery.
Sheriff Kamatchus is currently
in his 25th year as a law enforcement official. With a career
beginning in 1976, he was appointed Marshall County Sheriff in 1988. Since
then he has been successfully re-elected to that post in 1992, 1996 and 2000.
His agency became CALEA accredited in 1999.
Early in his career, he
recognized the importance of “getting involved”. He has served on
various boards and commissions involving Reserve Law Enforcement Officers,
Training Academies and Law Enforcement Associations throughout the State of
Iowa.
The year 2000 was an
especially important year for Sheriff Kamatchus. It was then that he was
elected President of the Iowa State Sheriffs and Deputies Association. He
was also elected to the position of Sergeant at Arms of the National Sheriffs
Association. His current position as Fifth Vice-President on the Executive Board
of NSA is the beginning of a 6-year transition to the Presidency of that
organization.
