DEPUTY DIRECTOR APPOINTMENTJune 4, 2008
The Commission on Accreditation for Law Enforcement (CALEAâ) is pleased to announce the appointment of Mr. W. Craig Hartley, Jr. as CALEA Deputy Director/Chief of Staff.
CALEA was established as an independent accrediting authority in 1979 by the four major law enforcement executive associations: International Association of Chiefs of Police (IACP); National Organization of Black Law Enforcement Executives (NOBLE); National Sheriffs' Association (NSA); and Police Executive Research Forum (PERF).
CALEA’s purpose and mission is two-fold. First, to establish a body of standards designed to (a) increase public safety agency capabilities to prevent and control crime; (b) increase agency effectiveness and efficiency in the delivery of public safety services; (c) increase cooperation and coordination with other public safety agencies; and (d) increase citizen and employee confidence in the goals, objectives, policies, and practices of the public safety agency. Second, to establish and administer accreditation and recognition programs through which public safety agencies can demonstrate voluntarily that they meet a set of professionally recognized criteria for excellence in management and service delivery.
Prior to his selection for this position, Mr. Hartley worked as Director of Law Enforcement and Research Services and earlier, as Director of Policy, Planning and Research, for the Virginia Department of Criminal Justice Services (DCJS) headquartered in Richmond, Virginia. In these positions, Mr. Hartley was responsible for the agency’s Law Enforcement Services Team, homeland security training, Standards and Training, and agency-wide Research/ Evaluation as well as matters related to the legislative process.
Before joining the DCJS in 2007, Mr. Hartley concluded a distinguished, eighteen-year career with the Greensboro, North Carolina Police Department, a CALEA Accredited agency. Over this period, he held a succession of increasingly responsible positions: Assistant Chief, Administrative Operations Bureau; Commanding Officer, Division of Resource Management; Commanding Officer, Administrative Services; Chief of Staff, Office of the Chief of Police; Executive Officer, Budget and Planning; Executive Officer/Supervisor, Personnel Services; Program Coordinator, Police Neighborhood Resources Center; and Police Officer.
In addition, he has served as a CALEA Assessor and Team Leader for seven years. He also spent two years with Law Enforcement Services, Inc. as a consultant in the field of promotional examination construction for law enforcement agencies. He has a Bachelors Degree from Appalachian State University and a Masters Degree from the University of North Carolina, in Greensboro.
Mr. Hartley brings a wealth of knowledge and experience that will be beneficial to CALEA in meeting its mission. He has distinguished himself as a respected leader in the law enforcement profession.
